So when you are trying to add a crew member, both are options. When do you use one and not the other? Or is it Editor's choice

when people select "other" and add a new crew member it gets automatically added in a crew type, we will be cleaning and merging the same types.
but "Creator" i would choose since it has a higher priority and end up in the frontpage

Actually they can and should be two different things. A show creator is often different from a person who is credited for the creation of a particular character who appears on the show.

For instance, on various incarnations of Superman TV shows, the shows have their own unique creators. However, Superman was Created By Shuster and Siegel, and they are often credited in those episodes as such: Superman Created by.

However S&S didn't create the shows, and listing them as the Creator of the shows (such as Smallville, or Adventures of Lois & Clark, or Justice League) would be incorrect.

Torchwood and the modern Doctor Who are other examples, where Richard Davies is listed correctly as Creator. However, when unique creations on the show like Cybermen, K-9, Sontarans, and Daleks have appeared on the show, the creators of those aliens/creatures have received their own unique "Created by" at the end.

Many times, the Created By will be dead when their character appears and is credited. So for Brave & The Bold ( 2008 ), Bruce Kane is still created as "Batman Created By" even though he's been dead for 10 years.

And sometimes people have created a unique crew named position like "Superman Created By" rather than using "Created by" and attaching Superman as the attribute.

So Creator and Created By are not the same. At least, they shouldn't be treated as such. IMO, Created By serves a useful purpose.

If anything, Created By might be interchangeable with Based on the Works of.

It's all kind of confusing, but Created By definitely should not be merged into Creator.

So like "the dead zone" would have like "characters created by stephen king" and then "creator" is who created or (developed) the series, correct? in your sense

That's how I understand it, and really kind of how it should work. Stephen King got a credit, but he didn't help create the particular show. Listing him as Creator would be misleading, compared to how we usually use it on TVRage.
