After a gang is busted by police at a Baltimore shipyard, Det. Victoria Rossi, takes the law into her own hands when she loses her partner during a shootout after one of the criminals, thought to be dead in an incident that should have killed him, shockingly murders the partner.
When Molly and the Red Team get wind of the criminal's ability to withstand extreme force, they discover that he is one of their fugitive Big Horn crewmembers, Daniel Park. Molly and Cavennaugh head to Baltimore to pose as Homeland Security investigating terrorists in order to sweep in and clean up the mess, but the real Homeland Security department beats them to it, and apprehend Park, who later escapes from their custody.
When Pegg, Fenway and Ramsey discover that Park may have access to technology that can emit the Big Horn signal to a large quantity of the population, Molly and Cavennaugh must enlist Rossi's help in capturing their fugitive.
