This episode is a great example of why I love this show so much. It doesn't really do anything to progress the show or it's characters. All it really is, is a bunch of random, out of place scenes that are absolutely hilarious.
The episode starts with Dr. Quinn relaxing in the pool. Sparks comes along with a blow dryer in the water, electrocuting Dr. Quinn into an unconscious state. What then happens is pure Sealab magic.
Strange things happen to Quinn throughout the entire episode has he tries to re-gain consciousness and then quickly loses it again, due to Sparks trying to wake him up by dropping more electrical objects into the water. We see Quinn as a fish, who is caught and then frees himself. We also get to meet Chubby Cox and his seal companion, and the plan made by the Sealab children to lure him down to Sealab. Basically, some pretty weird stuff.
The episode is very random and has some of my favorite lines from the shows four season run.
