It’s the morning of Sam Oliver’s 21st birthday and he find that his parents are happy for him… and rather uneasy. His younger brother is a wiseass as always. And his best friend Bert “Sock” Wysocki just wants to make sure he has a good time. They head to the big corporate store where they both work but when a shopping cart rolls by, Sam reaches for it and it rolls away from him.

Boss Ted is trying to inspire the troops with a promise of a ham for the person with the most sales. Sam is more interested in co-worker and friend Andi, who gives him a gift for his birthday present but asks him not to open it right there. Out on the floor, a crate starts to fall on Andi and Sam makes an incredible leap, managing to deflect it. Bert is impressed but Sam says he didn’t touch it and wonders if he has some kind of mind powers. Bert tests his theory by throwing a box at his head but nothing happens except Sam gets a bump. Andi helps him but they’re interrupted when a pack of dogs somehow get in the store and chase him. Only Bert and a handy leaf blower save him from harm.

Sam calls in sick and leaves, but as he’s driving along suddenly a smartly-dressed man appears in his back seat. The “man” introduces himself as the Devil. Shocked, Sam drives into a garbage bin and when he gets out, he finds the man, or devil, has disappeared. Sam heads home only to find his father waiting for him. Mr. Oliver explains that years before Sam was born, he was sick and they made a deal with the Devil for a cure in return for the son of their first-born. They tried to avoid having a child but the Devil tricked their doctor into making them think they were infertile (the guy had gambling debts), and Sam was born. Now the Devil gets to collect Sam’s soul since he’s turned 21.

Sam goes to the bar where his friends are there to celebrate his birthday, and starts drinking heavily. Bert’s ex-girlfriend Josie shows up and it doesn’t go well. Sam explains what’s going on to Bert, who is impressed that his best friend now has superpowers. A depressed Sam heads home only to find the Devil waiting for him. After making steak and eggs for breakfast, the Devil explains that he doesn’t want Sam’s soul: he just wants him to help return escaped souls to Hell. Sam’s new job is to capture them and then find a portal to Hell. Most portals to Hell are… the kind of places you think of as Hell on Earth. The Devil then directs Sam to his first target: a fireman who has been spreading fires around the city. He also gives Sam a box containing the “vessel” that he’ll need to capture the soul.

Sam takes the box to Bert and his other friend Ted. He finally gets up the nerve to open it and finds a bright red Dirt Devil. None of them are sure what to make of it… until Sam figures out it’s powerful enough to move a truck. The three of them go after the fireman at his firehouse but he transforms into a flaming demonic figure, injures Ben, and causes fires all over the place. The Dirt Devil doesn’t work and they’re forced to run. Sam and Bert get Ben to safety but Sam feels responsible. Andi shows up and offers to help but he snaps at her and Bert and goes off no his own back to the firehouse. The only thing there is a smoking crater.

Going home, Sam finds his mother drinking out of guilt and he lies, telling her he got his soul back. He then goes upstairs to his room… and finds himself at a ice hockey rink with the Devil as a man polishes the ice with a Zamboni machine. The Devil isn’t happy with Sam’s success so far, saying that’s the story of his life, and suggesting he do some investigation. When the Zamboni driver gets in front of his machine to check on it, the Devil arranges for it to run him over, noting the driver had a contract with him and failed. The Devil doesn’t accept failure.

Sam goes back to Bert, who is happy to help. Sam figures the fireman is burning down buildings at the same locations that he did when he died. They go to City Hall and convince Josie to check the records, and figure out the arsonist/fireman died fifty years ago. His last target was his parents’ house where he died… and a school building is at the site now. Sam and Bert gear up from the store, and realize they need to recharge the Dirt Devil. Once that’s done, they head to the top of the school where the fireman is preparing another fire. They hit him with fire extinguisher spray but he’s hot enough to burn it off. He sends a fire after Bert… but Sam manages to stop it telekinetically and bounce it back at the fireman. That buys them enough time for Sam to use the Dirt Devil and stop the fireman for good. The next day they head for the place most like Hell: the DMV. A demon takes the delivery and warns them that they’ll get a new vessel every time, suited to each escaped soul.

The guys head back to the store and Sam thanks Andi for her gift: a bracelet. Their tender moment is interrupted when the Devil shows up, congratulating Sam for doing “good” since he sent someone evil back to Hell. He’s even bought a bunch of stuff and credited Sam so he’d get the prize ham. He gives Sam a new vessel and warns that the job shouldn’t be too tough: Sam only has to do it until he dies.

Later, Sam wins the contest and shares his ham with Bert and Ben, and the pack of devil dogs. Finally Sam figures that he’s found something to do with his life, and he’s had a happy birthday after all.
