Episode Summary

Teenage boys in a high-security neighborhood are being randomly kidnapped and brutally tortured by a killer looking to avenge a past crime. One of the boys is killed, but the second is returned unharmed after his father admits to making a mistake. Frank Black sets a trap to flush out the killer and, hopefully, save the life of the third kidnap victim..
