Master thief Mickey O'Neil, with a crew of fellow thieves he has gathered together, plan to rob a bank in order to build capital for an elaborate heist. Meanwhile, Amy Sykes, lead detective for LAPD's Robbery/ Homicide division, and her task force launch an investigation to find out who is behind this robbery and if this is only the beginning of a long term problem for the police.

Mickey: (to James) We've officially cried wolf.

This refers to a fable by Aesop called The Boy Who Cried Wolf. It is about a shepherd boy who entertained himself by crying "wolf" so that villagers would rush to his aid only to find no wolf. Eventually, there was a wolf and the villagers ignored the boy's cries for help.
